SBS2000 - Cant change licence count

Hi
I have a SBS2000 which I plan tp upgrade to SBS2003, as the current server
seem quite stable, so the process should be simple, only problem is, the
SBS2000 had 10CAL installed by default, and SBS2003 demand that 5CAL removed
before it can go on.
I cant find the Manage Server section/option anywhere on this server,
normally under Add/Remove software, theres the option in the list if this
option is installed, but I cant see it anywhere, so either its removed or
gone south.
If I use the Licence option within th Control Panel, it just tells me to use
the Manage Server option so I am going roud in a loop.
I thought about using a 'upgrade' install with the original CD/DVD to
replace any missing components, but these are SP0, and the current server is
on SP4&SP3 so it may actually do more damage.
Any suggestions to what I can do ? or a way to physically remove the CAL or
trick SBS2003 blind to the count ?
Many thanks
.
