Thank you for posting here.

From your post, I understand that you took over a SBS server and several
issues are encountered. You would like to know if we should just clean and
reinstall the server or troubleshoot the issues.

I would like to explain that the reinstallation can resolve all the issues
at once and it will be convenient for you to administrate the server since
you know all the changes you make. However, some data will be lost after
reinstalling the server. If you choose to troubleshoot the issues, it may
be quite complex and time-consuming. But almost all the data will remain.

Therefore if the current data is very important and it's impossible to be
recreated, I suggest you troubleshoot the issues. Otherwise, you may choose
to just clean the server and reinstall it. It can make the server work at
once.

If you would like to troubleshooting the issues, since there are several
issues encountered, in order to avoid confusion and keep track of the
troubleshooting, I suggest you troubleshoot one problem per thread. I think
we can resolve the problems more efficiently in this way. Thank you for
your understanding.

At this time, I suggest you reinstall following components:

Step 1:
======
1. Click Start, click Control Panel, and then click Add or Remove Programs.
2. Select Windows Small Business Server 2003 and then click Change/Remove.
The Setup Wizard appears.
3. Click Next to start the wizard.
4. On the Windows Configuration page, click Next.
5. On the Component Selection page, Select Reinstall for Server Tools.
Select None for Intranet, Monitoring and Client Deployment. Select
Reinstall for Administration and Networking.
6. On the Component Summary page, click Next.
7. Click Finish.

Step 2:
======
Please refer to following article to reinstall SharePoint service on the

After that, please check what issues remain. You may post them back in new
threads with detailed information.
