Thanks for your reply.
I'm glad to know you could logon server and change user settings.
I researched the error message: "Windows cannot complete the password
change for <user>because: The system cannot find the file specified.",
this seems to be related to the corrupt admin profile. The new
administrator profile was not successfully created. Please take the
following steps:
1. Log on SBS server with original Administrator account.
2. Rename the new administrator profile from c:\documents and
settings\administrator.<domain name>.
3. If you get "Access Denied" error, please reboot the server in safe mode
and then try to rename the profile for the new administrator.
4. Logon with new administrator account. This time the issue should be
resolved and you can see all programs from the Start Menu.
Another way is to use the SBS "Add User Wizard" to create a new
administrator account and see if this can change the user password with
this account.

<I got further after adding my user id to the "Domain Admins" group
<through "net group ...", as you suggested. When I logged in using my
<id and opened ADUC and right clicked on a user, I did not get ther
<error message. I could go in the properties and change the Delivery
<Option from Exchange General tab. So, it seems that this problem (i.e.
<right-clicking on user's name and getting error message) shows up when
<"administrator" logs in.
<However, under new user id, if I right-click on the user's name,
<select Change Password, specify new password and click OK, I get:
<"Windows cannot complete the password change for <user>because:
<The system cannot find the file specified."

<One thing odd about "administrator" is that when I click on "Start", I
<don't see any of the shortcuts above "All Programs". Just blank space.
