ISA Reports - Dropped packets

Hi, hope someone can throw some light on this.
The last section of ISA report is ' Dropped packets by Users '
It correctly lists pcs in the network but then it also lists external IPs
with no connection to our company, althou they are small by comparison still
a worry.
I am concerned that it could be a hacker in the network somewhere.
Could anyone provide an explanation why an external IP is in the list ( it
has nothing to do with our fixed IPs )
