cd? if so, you can boot from the CD, and try to follow these steps
http://windowsxp.mvps.org/peboot.htm, however you willneed to change the
system partition drive letter, see here,

You can also use any linux live cd to do the same thing, if you know how to
mount NTFS in linux.
To my best knowledge drive letters are basically meaningless, so you can
also try this
Follow these instruction, http://support.microsoft.com/kb/305595/EN-US, and
try to boot.
You could also run a magnet over your disk and re-install
In linux, you mount devices, not drive letters.
Think about it...
