If so, do that while you look into some other things.

If the status is 'stopping', and you therefore can't control it - I'd do a
server restart. (there are other ways to get control back, but a restart is
probably a good idea).

There are some other issues, like your event logs not having descriptions,
which might indicate some dll registration issues. But if you can get
functional then these issues can be investigated seperately.
