Policy maker is not installed on this machine. It may have been at one point
but is not currently.

If you're using a 3rd party application (such as PolicyMaker), then I'd take.

Nothing in the event logs and to be clear this issue was found in RSOP. I
came accross this issue when trying to create an new GP for users that I
can
not get to work.

Hi Jonyskids:
Um, this error happened 18 months ago? Any newer ones?
Are there any events logged? That is, if you open your event viewer, do
you
see any red events that appear to be associated with your problem? You
would usually see them in Application or System logs.
The event id and source, if there are any, might be helpful.
