The error code shown here, 4.4.7 suggests the recipients server is at fault
rather than your own.
Visit this link then add it to your favorites as it lists all error codes
for exchange.
Finally, to test if the problem is the recipients server, try sending an
email to the same address from a hotmail or other external email account and
see if that gets through ok.
