Thank you for update.

If the registry key is already set to "1", that means the SBS 2003 sp1 is
already apply on your system. Now, you do not need to install it again. Of
course, if you like, you can apply it again. It is not hurt your SBS.
Please skip the windows server 2003 sp1 installation since you had applied
the windows server 2003 sp2.
