According to your description, I understand that you want to setup
site-to-site VPN between 2 offices. If I have misunderstood the problem,
please don't hesitate to let me know.
Based on my research, we can setup site-to-site VPN thru hardware firewall
or windows system. If you want to use the windows system to establish
site-to-site VPN, please reference to the following documents:
1: If you have SBS 2003 with ISA server 2004 on main office, and install
standard ISA server 2004 on remote office, we can setup site-to-site VPN
thru the following document:

2: If you have SBS 2003 with ISA server 2004 on main office, and hardware
router on remote office, we can setup site-to-site VPN thru the following

3: If you have SBS 2003 without ISA server on main office, we can setup
site-to-site VPN by RRAS. Please reference to the following document:

If you want to setup pure hardware site-to-site VPN, please contact the
D-Link support for help. However, if you setup pure hardware site-to-site
VPN, you need to run the SBS as single NIC server. You can disable external
NIC of SBS and rerun the CEICW to configure the network again.
