Thanks for your reply.

I searched the error message: HTTP Error 403 - Forbidden: Access is denied,
This issue might be caused if the users do not have correct permissions. To
check it, please follow the steps below:

1. Open the Server Management console
2. Click Change User permission properties in the task pad
3. In the template selection page of the wizard, please choose User
Template
4. In the same page, please click "Add permissions to any previous
permissions granted to the users"
5. In the User Selection page, please click users in the users list and
click Add to add problematic users
6. Finish the wizard and test your issue again.

I researched the error message:

You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address

The problem occurs when the network setting in SBS is not correctly. You
have the second NIC, and you disabled that, this may cause the network
problem. Please remove the second NIC from Device Management, then rerun
the CEICW wizard.

1. Remove the second NIC.

1) Right click My Computer and select Properties.
2)On the Hardware tab, click Device Manager.
3) Select the second NIC and click Remove.

2. Rerun the CEICW

1) On the SBS 2003 Server open the Server Management console. Go to
Standard Management\To Do List.
2) Click the "Connect to the Internet" link.
3) On the "Web Server Certificate" page, choose to create a new Web server
certificate and then type the public FQDN that you will use to access OWA
(for example, if your public FQDN that you use to access the sites is
mail.domain.com, you should type mail.domain.com as the new certificate
name). If you already requested a certificate with the name
"mail.domain.com" from a third party CA, you can choose "Use a Web server
certificate from a trusted authority" and then import the certificate.
4) Go through the remaining steps.
