Thanks for posting in our newsgroup.

Based on my experience, applying the latest Service Pack will not cause
security issue, instead it provides enhanced security, increased
reliability, and simplified administration to help enterprise customers
across all industries. So it's strongly recommended to install the latest
Windows 2003 service pack.
