It's there already. You'd just need to open up port 110 in the firewall &
start the virtual POP3 server (and underlying service if it's not
automatic).
That said, I'd discourage this. At the very least, use IMAP. I don't know
your office politics, but it's not generally up to users to make decisions
about how they will access their corporate mail, is it?
