Thanks for your reply.

By now we have tried the following steps, but the problem persist. The
problem may be more complex than expected and time-consuming. Thanks for
your understanding and patience.

1. Extracted the Widows 2003 SP1 to a c:\sp1 folder and ran
C:\SP1\i386\Update.

2. Made clean boot.

3. Reset security settings back to the default.

4. Reregistered DLL files that are associated with Cryptographic Services.

5. Tried to rename the Edb.log files and remove tmp*.cat files.

6. Tried to re-register the licdll.dll file.

7. Checked the TMP/TEMP Variables.

Please help me collect the Filemon and Regmon logs and I need to do deep
research:

Download the Filemon application from <
http://www.microsoft.com/technet/sysinternals/utilities/filemon.mspx >
Download the Regmon application from <
http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/Regmon.msp

## Monitor the system:

1. Prepare to install Windows 2003 SP1.
2. Before you send the fax, run the Filemon and Regmon application.
3. Send to install Windows 2003 SP1.
4. When the error occurs, stop the filemon and regmon application,
email me the log file.
