According to your description, I understand that the
\\servername\Clients\Setup is missing from your SBS. If I have
misunderstood the problem, please don't hesitate to let me know.

Based on my research, Cris is correct, we need to reinstall the Client
Deployment on SBS to rebuild client setup application. However, we need to
click "Change/Remove" under "Windows Small Business Server 2003" but not
"Windows Small Business Server 2003 R2". I suggest we try the following
steps to see if we can resolve this issue:

A. Open Control Panel->Add/Remove Programs.
B. Click Change/Remove for Windows Small Business Server 2003 in Add or
Remove Programs.
C. Click "Windows Small Business Server 2003" and click on "Change/Remove".

Note: We need to select "Windows Small Business Server 2003" but not
"Windows Small Business Server 2003 R2".

D. Follow the setup prompts until you reach the "Component Selection"
dialog screen.
E. Set the "Server Tools" to "Reinstall", and set all its subcomponents
except "Client Deployment" and "Administration" to "None (Installed)".
F. Complete the setup wizard. You'll be prompted for CD3, point it to the
extracted SBS cd3 folder.

Note: We do not need to input product key when we runt the Microsoft
Windows Small Business Server Setup wizard.

I run the Microsoft Windows Small Business Server Setup wizard on our lab
SBS server, the Continue Setup icon is also created on desktop. It is
correct. If you finish the wizard, the icon will disappear, if you cancel
the wizard, the icon will leave on the desktop. It doesn't matter.

If we create the \\servername\Clients\Setup folder after we perform the
above steps, please help me collect some information for further
investigation:

1. Please capture screenshots on the "input product key" window and send
the pictures to me at v-terliu@xxxxxxxxxxxxx

2. Please capture screenshots on the "install components like AD and IIS
and verify the server name" window and send the pictures to me at
v-terliu@xxxxxxxxxxxxx
