In hindsight that would have been the correct thing but as I didn't expect VSS errors I felt not having ISA installed was best.

All appeared perfect but next day sbs2003 backups fail with VSS errors 20 and 8193. I have folllowed all instructions found on threads regarding registering VSS components. The only issues I see is no entries when I list vss providers and writers.
Error on server backup log:
Backup started on 07/11/2007 at 11:24 PM.
Error: Could not access portions of directory System State\Registry.
You may not have permission to open the file, or the directory may be missing or damaged.
Please contact the owner or administrator.
On event log are VSS 20 followed by VSS 8193
When I look at any drive through My Computer, Tools, Shadow copy, it shows "Shadow copy not enabled on this system."
Is there a way to reinstall VSS?
