RE: SBS2003 Premium and ISA2004 SP3 FTP and POP3 problems

First I want to explain that since we have performed some troubleshooting
steps and the issue remains. I think this problem may be a little complex
and our troubleshooting maybe time-consuming. So if you would like to call
CSS for assistance, I would be appreciate and think it is a more effective
ways. To obtain the phone numbers for specific technology request please

However I will do my best to be of assistance if you still want to continue
here.

First, please try to stop Application Layer Gateway service on SBS and stop
Windows Firewall\Internet Connection Sharing service (ICS) on client
computer. Then try to access FTP. Please let me know the result.

Based on your situation, I suggest you try the following steps to see if it
help:

1. Manually create the following rule in ISA:

Please open the ISA management console, navigate to Firewall Policy, right
click "Firewall Policy" and click New->Access Rule, then create a new
access rule as following:

Rule name: FTP outbound

Rule Action: Allow

Protocols: FTP

Sources: Local Host, Internal

Destination: External

User Sets: All Users

Right click the new rule, select Configure FTP, uncheck Read Only option.

Then move this rule to the top and click Apply to save all the settings.

Test the FTP access and let me know the result.

2. Disable web proxy on client computer and SBS:

a. Please open the IE on client computer
b. Click Tools menu -> Internet Options, select Connections tab
c. Click LAN Settings button,
d. Uncheck any option in this window
e. Click OK twice and test the FTP access
f. Do the steps a-e on SBS and test the FTP access.

Please let me know the result.

3. Please schedule a network down time and try to stop ISA server on SBS
and test this issue:

Please run command "net stop fweng" on ISA 2004 server

After you run this command, the ISA server will be completely stop. Then,
try to access FTP from SBS. Does it success?

Please reboot SBS to after the test to make it comes back to normal status.

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:

1. Please try to access Microsoft FTP (ftp://ftp.microsoft.com) thru IE on
client and SBS. Gather screenshots of the whole IE window when this issue
occurs. Send the screenshots to me.

2. Does this issue occurs on all Internet FTP sites?

3. When you use the FTP command to connect external FTP site, do you get
any error message? Gather the screenshot and send to me.
