In addition, my problem also expands to the lack of Group Policy extending to
that new user. Where previous user of the same Client had no problem with
the Group Policy given by the server. The Group Policy seems to work for
some things, but not for others. For example this user that has the issues
was able to receive the Group Policy for certain connections in the Firewall
Settings, but not all the correct settings in Internet Explorer settings.
Any Ideas.

Please let me know the following to make the situation more clearly:
1. Did you create the user account with the Add User Wizard?
2. What important change did you make before the problem first occurred?
Based on my experience, I'd like to give you the following suggestion:
1. Please go to the folder C:\Program Files\Microsoft Windows Small
Business Server\Clients, you will find a file sbsdefault.prf.
2. Double click sbsdefault.prf, this will automatically create the outlook
profile
with the correct settings (which also include the FAX Transport) for the
corresponding domain user.
Also, please make a clean boot to make sure the problem is not caused third
party software:
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
If the problem persists, please help me collect the following information
on the problematic computer for deep research:
1. Logon as problematic user and run gpresult /v >c:\gpresult.txt. Sent the
gpresult.txt to me.
2. MPS Report on problematic workstation:
1) Download MPSreport_network
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
2) Run MPSRPT_NETWORK.exe on the server box.
3) The tool will automatically collect the information. This procedure will
take 10~15 minutes.
4) Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
5) Send the .cab file directly to me.
Please send the information to v-robeli@xxxxxxxxxxxxx with subject:
40899061-Connection to MS Exchange Unavailable.
