I don't quiet agree with you thought. 1) I am using standard edition of SBS 2003 R2, so there is no issues with ISA 2004. 2) I don't have any ghost COM port & modem, the system is clean. 3) My feeling is the RRAS conflict with some policy, cause everything happens.

Step 2:
=======
1. Open C:\windows\inf folder, find netrasa.inf file. Make a backup copy of this files.
2. Open it and remove the entries under Excludefromselect=
3. Please update the Wan miniport driver from the device manager
4. Reboot the server and test the issue.

Step 3:
========
If the issue persists, let's do the following steps to uninstall all ghosted com ports and ghosted modems:

1. Click Start/Run. In the open box, type CMD and click OK.
2. At the command prompt, type the following lines, pressing ENTER after each line

set devmgr_show_nonpresent_devices=1
cd\<%SystemRoot%>\System32
start devmgmt.msc

Note: <%SystemRoot%> is referred to the folder in which SBS 2003 is installed.

3. Go to Device Manager and check whether there is any ghosted com port or ghosted modem installed on the computer. If so, please remove it.

Note: You must first select "show hidden devices" on the Device Manager "View" menu before you can see devices that are no longer present in the system.

4. Please test the issue again.

If we cannot resolve the issue after we perform the above steps, please create a new post to get further help.
