Not sure if this will fix the problem, but it's worth a try...

You may receive an error message and the installation may stop responding
when you try to start the IIS Admin service in IIS

RESOLUTION
To resolve this problem, you must correctly register the Msxml3.dll file. To
register the Msxml3.dll file, click Start, click Run, type regsvr32
Msxml3.dll, and then click OK.

Hi Guys,

After a recent server reboot, the IIS admin service and all dependant
services won't start. Error dump is below...

I've found KB article http://support.microsoft.com/kb/327649 but I'm a bit
scared to use it as it's not the exact errors I'm getting. Other than that
I'm struggling to find any resources on it, and after a recent nasty IIS
experiance I'm worried!!
