The IP configuration on client and SBS are properly.
First, please let me know what do you mean by "all clients have ISA
firewall client installed and it seems to be working"? Does the workstation
which install ISA firewall client can access FTP?
Based on my research, I suggest we try the following steps:
1. Please install ISA server 2004 sp3 on ISA to see if it help:
Microsoft? Internet Security and Acceleration (ISA) Server 2004 Standard
Edition Service Pack 3
http://www.microsoft.com/downloads/details.aspx?FamilyId=A05A074A-5033-4792-
AF8B-58B90D841436&displaylang=en
2. Please contact your SBS hardware vendor to get the latest driver of the
SBS 2 NICs, and upgrade the driver on SBS to see if it help.
3. This is a known issue if you use Tunix firewall before ISA server 2004.
If this is in cause, please create the following access rule in ISA:
Please open the ISA management console, navigate to Firewall Policy, right
click "Firewall Policy" and click New->Access Rule, then create a new
access rule as following:
Rule name: allow inbound FTP traffic
Rule Action: Allow
Protocols: All Outbound Traffic
Sources: 192.168.2.1
Destination: Local Host
User Sets: All Users
Then move this rule to the top and click Apply to save all the settings.
4. If the ISA MTU size is not equal to the upstream router/firewall may
cause this issue. I suggest you enable ISA MTUDiscovery to see if it help:
a. Click Start, click Run, type regedit, and then click OK.
b. In Registry Editor, locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
c. Right-click the EnablePMTUDiscovery entry.
d. On the Edit menu, click Modify, and then type 1 in the Value date box.
e. Quit Registry Editor.

5. If it probably, please connect one laptop or client computer or SBS to
your ISP directly, bypass your router. Does the FTP access work fine?
If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:
1. Please try to access FTP thru IE on client and SBS. Gather screenshots
when this issue occurs. Send the screenshots to me.
2. Does this issue occurs on all internet FTP site.
3. Gather MPS network report on SBS:
a. Download MPSrepot_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
b. Run MPSRPT_NETWORK.exe on the server box.
c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.
d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
e. Send the .cab file directly to me at v-terliu@xxxxxxxxxxxxx
