I have a feeling that you can't, that a modem is not considered a network interface for the purposes of the RRAS and CEIC wizards.
It's just as well, as modems do not contain a firewall, and don't even think of accepting remote connections from the Internet without one. In one-NIC mode, the SBS has no firewall at all. The absolute minimum you need is an ADSL firewall/router, if you have extremely sensible users, or an ADSL router and a decent firewall appliance if they're the usual 'click-on-anything' kind of people.
Depending on the use you have for VPN, and you may not need it at all, you might also look for VPN facilities on the firewall. That is pretty well essential for site-to-site (more than one user per location) VPN.
