Dear Terence Liu,
thanks again for posting and your time to solve my issue. I did as you said
and set up the Outlook Express on the SBS 2003. It downloaded most of the
mails without any error! Except for the older ones, where I received this
error message:
Nachricht (message) Nr. 79 konnte nicht abgerufen werden (could not be
received). Konto: 'mx1.xxx-xxx.de', Server: 'mx1.xxx-xxx.de', Protokoll:
POP3, Serverantwort: '-ERR Can't open the message file - it's gone!', Port:
110, Secure (SSL): Nein, Serverfehler: 0x800CCC90, Fehlernummer: 0x800420CD
The rest (approx 140 mails) was just fine.
Furthermore I tried the run CEICW as you described in the first part of your
response but I couldnt get past number c. Click connect to the internet. I
always received an error message in German stating something like "The
assistant can not confige the DHCP options - make sure DHCP server is running
.... etc"
For your info I disabled DHCP on the SBS and started a DHCP Server on my
firewall. Maybe this could be a problem? All client computers receive their
DHCP-data just fine.

Since you use POP3 connector to get external email. Please check your event
log to see if there some POP3 connector error.
I suggest you try to run CEICW to reconfigure the POP3 connector on SBS to
see if it help:

Detailed steps for your reference:
a. Open Server Management.
b. Click To Do List.
c. Click Connect to the Internet.
d. Proceed to the "Firewall" page and select "Enable Firewall".
e. On the "Services Configuration" page, make sure that "E-mail" service
has been checked.
f. On the "Web Services Configuration" page, check the web services that
you want to publish.
g. On the "Web Server Certificate" page, choose "Create a new Web server
certificate" and key in your public domain name in the box.
h. On the "Internet E-mail" page, choose "Enable Internet e-mail".
i. On the "E-mail Delivery Method" page, choose DNS or Smart Host to route
outbound emails.
j. Since you're using POP3 connector, please enable POP3 Connector.
k. Key in your e-mail domain name in "Email Domain Name" page.
l. Configure POP3 account and scheduling settings, then finish the wizard.
Note: please take more care of the problematic user account.
Then, test this issue.
Meanwhile, you unable to find the mail in the Exchange Message Tracking,
the mail may not receive to Exchange. Please use the following steps to
test the problematic external POP3 mailbox:
Use Outlook Express to verify connectivity to the POP3 server
You can configure Microsoft Outlook Express on the Windows Small Business
Server-based computer to retrieve e-mail messages. If you cannot use
Outlook Express to retrieve e-mail messages, you will not be able to use
the POP3 Connector to retrieve those e-mail messages. To configure Outlook
Express, follow these steps:
1. Click Start, point to All Programs, and then click Outlook Express.
2. If this is the first time that you have started Outlook Express and if
the Outlook Express Internet Connection Wizard starts, go to step 5.
3. On the Tools menu, click Accounts, and then click the Mail tab.
4. Click Add, and then click Mail.
5. In the Display name box, type your name in the format that you want
your e-mail recipients to see, and then click Next.
6. In the E-mail address box, type your e-mail alias, and then click Next.
7. Leave the POP3 selection in the My incoming mail server is a list, and
then type the remote POP3 server's fully qualified domain name in the
Incoming mail (POP3, IMAP, or HTTP) server box. For example, type
pop.fabrikam.com .
8. In the Outgoing mail (SMTP) server box, type the fully qualified domain
name of your Windows Small Business Server-based computer. For example,
type mail.contoso.local .
9. Click Next, type your POP3 e-mail account name in the Account name box,
type the password that you use to access the remote POP3 server in the
Password box, click Next, and then click Finish.
10. Click the account that you just created, and then click Properties.
11. Click the Advanced tab, click to select the Leave a copy of messages
on server check box, and then click OK.
12. Click Close to quit the Internet Accounts dialog box.
13. On the Tools menu, point to Send and Receive, and then click the POP3
e-mail account that you just created.
Can you receive email from the OE? If no, the POP3 mailbox may not work,
please contact the POP3 mailbox support.
