Why would you be transferring directly from the SBS server
Can't you still initiate it from the workstation?

I send from my new sbs2003 SR2 serveur zip files via ftp to internet servers
with binary and PASV option.
Big files (>3.7 Mo ~2min transfert time) doesn't receive a succes response
from the other server even so the file arrives completly, after the timeout
I'm diconnected. With smaler files no problem.
The same ftp transfert with XP or Win2000 no problem.
