Thank you for sending me the files.

Firstly I would like to confirm that after installing SP2, did you refer to
the known issues sector to install all the hotfixes?

If not, please install them. For your convenience, I have included the
article below:

If the issue persists, I suggest you temporarily uninstall all antivirus
and firewall, then restart the server and check if the issue persists.

Please also check following setting:

1. Start the Exchange System Manager.

2. Expand Servers, expand <servername>, expand Protocols, and then expand
SMTP.

3. Right-click "Default SMTP Virtual Server" and click Properties. On the
General tab, click the Advanced button and verify that the IP address is
set to All Unassigned and the TCP port is set to 25.

4. Click Access tab, please check if all the permission settings are
correct.

If the issue persists, please let me know the FQDN and the public IP
address of the server. I will perform further research.

Please also capture a screenshot of the result of telnet port 25.
