I understand that the issue happens for all the users.

Based on current situation, I suggest you try following steps:

Suggestion 1: Clean boot on both the server and the client:
====================
1. Click Start and Click Run, and in the "Open" line, type in "MSCONFIG"
(without the quotation marks) and click OK.
2. Under the Service tab, check "Hide All Microsoft Services", and then
click "Disable All" button. In this way, we can disable all the services
which belong to third-party programs.
3. Under the Startup tab, click "Disable All" button.

4. Click OK.
5. Choose Yes to restart the computer.
6. Check "Don't show this message or launch the system configuration
utility when Windows starts".
7. Please check if the issue persists.

NOTE: We can check on Normal Startup in the General tab to roll back to
Normal Mode after we get this issue resolved.

Suggestion 2: Reinstall Fax service:
======================
Uninstall and then reinstall Fax Service to see if the problem disappears.
To do that:

1) Open Control Panel | Add/Remove Programs.
2) Click Microsoft Small Business Server 2000, and then click
Change/Remove.
3) On the Microsoft Small Business Server 2000 Setup Wizard page, click
Next.
4) On the Product Identification page, click Next.
5) On the Automatic Logon Information page, click Manually log on, and then
click Next.
6) On the Company Information page, click Next.
7) On the Telephony Information page, click Next.
8) On the Domain Information page, click Next.
9) On the Component Selection page, click the Not Install action for the
Microsoft Shared Fax component, and then click Next.

NOTE: To change the location to which the files install, by click Microsoft
Shared Fax, click Change Path, and then click the new location.

10) Follow the instruction to finish the rest steps
11) Repeat Step 1) - Step 8)
12) On the Component Selection page, click the Install action for the
Microsoft Shared Fax component, and then click Next.
13) On the Data Folders page, you can define the Fax Archive Root
Directory. This folder will contain the Activity Logs, Fax Queue, and Sent
Items. You can change the folder location later in the Microsoft Shared Fax
Service Manager. If you want to change the folder location now, click
Change Folder, click the new location, and then click Next.
14) On the Installation Summary screen, you can review your installation
choices. To make changes, click Back, otherwise click Next.
15) Installation starts and prompts for Microsoft Small Business Server
2000 disks 2 and 3.
16) When installation completes, and the Completing the Microsoft SBS 2000
Setup Wizard page appears, click Finish.

3. If the problem still exists, we will go ahead to manually remove the
Shared Fax component (such as files, registry), and then reinstall through
the SBS Integrated setup again. To do that, please perform the steps
mentioned in the following KB article:

I hope the above information is helpful to you. If the problem still
occurs, please help me gather following information:

1. Please send all the files in following folder to me:

C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\ActivityLog

2. MPS Report
============
1. Open server management on the SBS server.
2. Right click Fax (Local) in the left pane and click Properties.
3. Click Event Reports tab.
4. Please set all the options to High then click OK.

After that, please download the MPS Report tool from the following link and
run it on both the problematic client and the SBS server, then send the
generated CAB file to my mailbox v-mzhuan@xxxxxxxxxxxxx for further
investigation so that we can find what the root cause is:
