Thank you for posting here.
According to your description, I understand that you unable to download
..exe file from Internet thru HTTP and FTP. If I have misunderstood the
problem, please don't hesitate to let me know.
Based on my research, the SBS by default allow to download any file thru
HTTP and FTP from Internet. I suggest we try to run CEICW to reconfigure
SBS to default settings:
Go through the follow KB and rerun CEICW carefully.

If you install ISA server 2004 on SBS, please try to open ISA server
console and locate on the "SBS Internet Access Rule", move this rule to top
of the list. Then, click Apply button to save settings.
Then, Test this issue.
If you have router/firewall before SBS, please check the router/firewall
and ensure the download is not block by it.
If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:
1. Do you install ISA server 2004 on your SBS?
2. What error do you get when you try to download .exe files? Please
capture screenshots on the error messages and send the pictures to me at
v-terliu@xxxxxxxxxxxxx
3. Can you download .exe file from SBS?
4. Does this issue happen on all client computers?
5. Can you download file with other extension?
