Hi Bruno,
I'd like to make a summary for this post:
Problem: When you install the SBS 2003 R2, the requirement check shows
""You must have the Windows SBS 2003 Administration
and Monitoring components installed".
Cause: The MSSQL$SBSMONITORING instance was not properly installed.
Solution: Manually install the Monitoring instance.
1. Stop the MSSQL$SBSMONITORING service.
2. Make a backup of the c:\program files\Microsoft SQL
Server\MSSQL$SBSMONITORING\DATA folder.
3. Uninstall Microsoft SQL Server Desktop Engine (SBMONITORING)
4. Run the following to reinstall (Check paths):
cd C:\Program Files\Microsoft Windows Small Business Server\Monitoring\msde\
setup.exe blanksapwd=1 /i "C:\Program Files\Microsoft Windows Small
Business Server\Monitoring\msde\setup\SqlRun15.msi"
INSTANCENAME="SBSMonitoring" DATADIR="C:\Microsoft SQL Server\"
TARGETDIR="C:\Microsoft SQL Server\" /L*v
"C:\windows\temp\MSDE_SBSMonitoring.log"
Note: Check the paths to ensure the SqlRun15.msi is located at the right
location.
6. Reboot the SBS Server.
7. Start the MSSQL$SBSMONITORING service.
8. Open the SBS management console, navigate to Monitoring and Reporting,
on the right pane, click "Set Up Monitoring Reports and Alerts". When the
wizard launches, please click Next and choose the "Reinstall monitoring
features" option, after that click Yes->Next->Next->Finish to complete the
wizard.
9. Try to install the SBS 2003 R2 again.

2. If so, what changed?
3. What service packs and updates were applied?

<<Hi Robert!
<<
<<I finnaly got a chance to continue troubleshooting this issue. I'm glad
to
<<inform, that I got past the isssue and was able to install R2
<Technologies.
<<As you may recall, during the R2 install I was getting a message that SBS
<<Monitgoring was required, even though sbs monitoring was actually
<installed
<<and running. I followed your suggestions for reinstalling msde, but i
<changed
<<the path to run the install from C:\Program Files\Microsoft SQL Server
<<SP4\MSDE instead. After that, i re-ran SBS SP1 and then R2 technologies
<<intstalled fine.
<<
<<Now I need to upgrade WSUS 2.0 to 3.0 and then restore by WSUS databases
I
<<previuosly backed up.
<<
<<I will let you know if I have any issues here...
