Thank you for posting here.
From your post, I understand that Vista clients cannot send faxes.
Firstly I would like to confirm if following update has been installed on
the SBS server:
Update for Windows Small Business Server 2003: Windows Vista and Outlook
2007 compatibility (KB 926505)

If not, please install this update and then reinstall Shared Fax client.
If it does not work, let's move on:
Reinstall Fax service on the Vista clients

1. Click Start-->Control Panel
2. Double click programs and Features
3. Click Turn Windows features on or off
4. Uncheck Windows Fax and Scan and click OK.
5. Restart the computer and then reinstall it.
After that, please refer to following article to configure the fax service

I hope the above information is helpful to you. If the problem still
occurs, please help me gather following information:
1. Please help me capture screenshots of all error messages you encountered
and send them to v-mzhuan@xxxxxxxxxxxxx
To capture the image, we can perform the steps below:
(a) When the error message appears, press the Print Screen key several
times (this key is located to the right of the F12 key on the keyboard)
(b) Open Paint ['start' => 'All Programs' => 'Accessories' => 'Paint'].
(c) Click Edit (menu) -> Paste or press Ctrl + V.
(d) Click File (menu) -> Save. Save it as a .jpg or .gif file and send it
to me as an attachment.
2. Please gather MPS Report on the Vista client:
1) Open a command prompt using an Admin Token
a) Select the start menu button
b) In "Start Search" type cmd.exe
c) Right mouse click cmd and select "Run as administrator"
2) In the command prompt type "cd windows\mpsreports\dirsvc\bin"(without
the quotes)
3) Type "notepad commands.txt" (without the quotes)
4) Find "Dump Events Collection of Event Logs in EVT format ALL ALL
Internal ALL"
NOTE: This will be on line 22
5) Place a ' (key to the left of enter) in front of "'Dump Events
Collection of Event Logs in EVT format ALL ALL Internal ALL"
NOTE: This will REM the command out so that it does not run when
the mpsrpt.vbs calls commands.txt
6) Select File > Save to overwrite the old commands.txt file
7) Run MPSReports by typing "cscript mpsrpt.vbs" (without the quotes) in
the command prompt used to edit commands.txt
Please try the above steps at your earliest convenience. If you have any
