Please note that SBS 2003 RTM is no longer supported. So while the "workaround" in the article will get you by, you really need to upgrade to SBS 2003 SP1.

You must exclude SBS Setup Wizard from Data Execution Prevention.
Right click on My Computer>Properties>Advanced>Performance Settings>Data Execution Prevention, select "Turn on DEP for all programs and services except those I select:" and then check programs you want to exclude
