Yes are right, a SBS CAL is assigned to specific user or devices. Please
read the following:

Q. Is each CAL tied to a specific user or device?

A. Yes. They are not "floating" licenses and so they must be assigned to
specific users or devices. If a user leaves the company or a device is
retired, then the CAL can be reassigned.

Your SBS CALs licensing document was lost and the machine is formatted, if
you have backup, you can restore the server from backup.

If you don't have backup, I recommend you contact our Licensing Center. You
can call 1-800-426-9400 (select option 4), Monday through Friday, 6:00 A.M.
to 5:30 P.M. (PST) to speak directly to a Microsoft licensing specialist.
