Fresh Swing Migration SBS install hangs on "Applying Computer Settings"

We have a new server with a Swing Install with a few twists:

This is a Dell 2900 with Broadcom NetXtreme II Nics
The swing was from an existing Win 2003 AD with no Exchange organization.
The SBS R2 media had SP2 slipstreamed!
We did the swing in place. That is, we joined the SBS to the existing domain
with a new computer name and then transfered the FSMO roles from the
existing Win2003 AD and then demoted the existing Win2003 DC to a member
server without ever taking the SBS off-line. The AD migration and demotion
of the existing server went smooth.

From the Win2003 phase of the SBS build, We installed the latest NIC
drivers, but did not disable RSS. While the SBS was in phase 1 the NICs
operated normally as we transfered the AD over. Systems on the network were
authenticating to the SBS. All looked good.

In phase 2, we installed the SBS portion, feeding it disks 1 through 4 and
then Outlook. After that all was well except for one message about Fax
Operator's permissions could not be set (which we believe is caused by
changing the location of the fax storage folder to the data drive.)
Anyway, after the reboot, the server seems to hang at "Applying Computer
Settings" We let it run for over 30 min before doing a hard reset on the
box. The same symptoms happend on the second reboot, so we left it running
and called it a night.

So we have SBS with sp2, Exchange SP1, Broadcom NICs with RSS likely
enabled. We have not emailed Jeff Middleton directly on this issue... yet.

Anyone have any suggestions?

Many thanks - and it was good to meet lots of you guys at SMBNation.
