I'm 99% sure Outlook will detect the 3G as a slow connection - I have not
seen any instances where the laptop attempted to connect other than with RPC
over a cellular connection, regardless of speed.
You can easily configure Outlook's behavior re sync over the air card.
Outlook 2007 just has a thing in the lower right you can click to tell it to
download headers only. In Outlook 2003, you can go to Tools -> Send/Receive
and see many options for working over the slower connection. Things such as
"download headers in this folder." You can also define a send/receive group
containing only the folders that are important enough to sync over the 3G.
That'll give you the option of synching everything, or only that group.
You may find that users need certain public folder data while traveling -
for example, we have a shared Contacts folder. The trick for this is to
sync before leaving the LAN, which should minimize the amount of data that
needs to be synched while on the road. I try to do this even if it's a
small mailbox.
The setting to automatically sync public folder favorites is in the
properties of the mail profile. In CP -> Mail, view or change e-mail
accounts, Exchange -> Change -> More Settings -> Advanced. I'm not sure if
it's on or off by default, so you'll want to check that setting.

I want to use some Windows XP Pro laptops with Small Business Server 2003
and have them configured for offline folders and Outlook Anywhere. However
they will be equiped with 3G network cards and when connected via 3G,
because the connection plan is unlimited I only want to have Outlook
download the headers and also when connected via 3G I don't want the
offline folders to synchronise. As 3G is a relatively fast connection will
Outlook see it as a slow network ? How is a slow network defined ? - How
can I stop the offline folders from synchronising over 3G. I only want this
to happen when the PCs are reconnected to the LAN.
