Thank you for posting here.

From your post, I understand that the clients cannot open desktop context
menu.

I suggest you check following settings:

Step 1: Check the GPO settings
=======
1. Edit the GPO linked to the security group.
2. Expand User Configuration-->Administrative Templates-->Windows
Components-->Windows Explorer
3. Disable 'Remove Windows Explorer's default context menu'
4. Run gpupdate /force on the client, log off and then log on the client.

Please check if the issue persists. If yes, please check following registry
keys:

Step 2:
======
To Enable/Disable for Current User

1. Click Start-->Run, type Regedit and click OK.
2. Navigate to following key

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
r

Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.

Data Type: DWORD
Value Name: NoViewContextMenu
Setting for Value Data: 0

Exit Registry and Reboot

To Enable/Disable for Local Machine

1. Click Start-->Run, type Regedit and click OK.
2. Navigate to following key

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore

Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.

Data Type: DWORD
Value Name: NoViewContextMenu
Setting for Value Data: 0

Exit Registry and Reboot

I hope the above information is helpful to you. However, if the issue
persists, please help me gather following information:

1. GP result
========
On the problematic clients, type the following command in command prompt,
and then press ENTER:
"gpresult -Z > C:\gpresult_z.txt" (without the quotation marks)

This creates a list of the implemented policies on the machine in the
following text file: C:\gpresult_z.txt. Please send this file to
v-mzhuan@xxxxxxxxxxxxxx

2. Please download the MPS Report tool from the following link and run it
on the SBS server, then send the generated CAB file to my mailbox
v-mzhuan@xxxxxxxxxxxxx for further investigation so that we can find what
the root cause is:
