I'm not 100% certain on this, but I think you've already nailed it. They have to be in the Users OU.
Yup, I am going with that assumption. Robert Li asked for some screen shots, but I think the answer will be the same.
What's unfortunate is that I would like to be able to set things up hierarchically (to inherit from parent OUs), but I have to link the GPOs for each OU instead, I guess. Not a big deal in a small office, but too bad nonetheless.
