Manfred, thanks for that knowledge. I did wonder if being linked to
SBSComputers had anything to do with it but because all the User settings
were visibleand enabled in the GPO editor I assumed it was ok. Obviously
not.
I will create a new GPO under MyBusiness and move the settings into there.

From your post, I understand that you created a GPO linked to
MyBusiness-Computers-SBSComputers and configured both Computer
configuration and User configuration for this GPO. However, the user
configuration does not take effect.
I would like to explain that user configuration can only apply to user
accounts. Since the GPO is linked to SBSComputers and generally this
container only contains computer accounts, the user configuration will not
work.
I suggest you create a new GPO linked to MyBusiness and then modify the
configurations for both computers and users.
Or we can enable Loopback process for the GPO. To do this:
1. Edit the GPO.
2. Locate Computer Configuration, click Administrative Templates, click
System, click Group Policy, and then enable the Loopback Policy option.
After that, please check if it works.
