"Allow Automatic Forwards" may be disabled.

ESM, Global Settings, Internet Message format, default (*) domain, (right
click) properties, "Advanced" tab.

The opposite behaviour, where people could send only to the mailbox
or to both phone and mailbox (automatic copy rather than manual
selection) would require a different setup. Might be easiest not to
do the auto copy and just not hide the phone contact from the GAL,
this of course means you rely on the sender to choose both
recipients.

If you don't "hide from GAL" then the contact appears as a Contact
in the GAL. By appropriatly configuring the Display Name (like KJ's
Cell Phone) users could select to send to this address. Options
exist on the contact "Exchange General" tab to limit who can send
to this contact (and more) as well as highly granular "Security"
tab settings.

When the user is selected for sending an email, with Outlook all
email address are put in the "To" field of the email, as a result
each address gets
a copy of the message. This is what we are needing; a copy is
sent to the "local" address and a copy is sent to the cell phone
as a text message.

can receive the
