.NET reinstall needed on SBS 2003 SP2

Initial problem surfaced when I tried to install Quickbooks 2007
database manager on the SBS 2003 server. Install splash screen
appeared for 15 seconds, and then abruptly disappeared, and was no
longer listed in Task Manager's process list. (A similar QB2007 DB MGR
Installation problem had been remedied at another site by using
Selective Startup and disabling everything except Windows Installer.
This did not help on this occasion.)

QB 2007 components require .NET 1.1. I tried downloading from
Microsoft dotnet 1.1, dotnet 1.1SP1 and dotnet 2.0. None would install
due to error stating that .NET is part of the operating system and
cannot be installed or uninstalled... See Event Log message below.

I downloaded the Microsoft .NET remove tool and ran it successfully.
However, I am still unable to install or reinstall .NET of any
version, receiving the same message about being part of the operating
system. I have included Event Log messages for the subsequent failed
attempt to install the Sharepoint update, wondering if it might be
related. Other Windows Updates have installed. See Event Log message
below.

How can I reinstall .NET 1.1 on SBS 2003 SP2?
