If you enable logging on another well-known port as well, such as 443, you can confirm that the scan and the logging is working.
There's no real way to confirm whether a blocked port is due to the ISP or the router, but as you have two routers that pretty well eliminates it from the suspects.
As an aside, you might point out to your client that if you are going to support their SBS, *nothing* gets installed without at least consulting you first, and also that web surfing from the server may land them with a very large bill, and probably some data and email loss when you reinstall.
