Thank you for posting here.
From your post, I understand that the emails from certain senders are foundin Queues but cannot be received in Outlook.
This issue should not be caused by recipient filter.
Firstly I suggest you prepare a clean boot environment to check the issue:
Prepare a Clean Boot environment.

1. Click Start and Click Run, and in the "Open" line, type in "MSCONFIG"
(without the quotation marks) and click OK.
2. Under the Service tab, check "Hide All Microsoft Services", and then
click "Disable All" button. In this way, we can disable all the services
which belong to third-party programs.
3. Under the Startup tab, click "Disable All" button.
4. Click OK.
5. Choose Yes to restart the computer.
6. Check "Don't show this message or launch the system configuration
utility when Windows starts".
7. Please check if the issue persists.
NOTE: We can check on Normal Startup in the General tab to roll back to
Normal Mode after we get this issue resolved.
If it does not work, please try re-running CEICW:
Re-running CEICW on SBS server:

Let's re-run CEICW to reset the network configuration. Please refer to
following article to do this.

If the issue persists, please help me gather following information:
1. If it is possible, please ask the senders to confirm if they receive any
NDR messages.
2. When the issue happens again, please send me following files
a. Message Tracking screenshot:

1. In ESM, expand "Tools"; select "Message Tracking Center".
2. Search for the email that cannot be received. (Type the appropriate
sender, modify the time period)
3. Right-click the latest message and click "Track Message".
4. Capture a screen shot and send it to me.
b. Message Tracking Log:

Compress following folder and send it to me
C:\Program Files\Exchsrvr\YourServerName.log
4. Please download the MPS Report tool from the following link and run it
on the SBS server, then send the generated CAB file to my mailbox
v-mzhuan@xxxxxxxxxxxxx for further investigation so that we can find what
the root cause is:
