Thank you for posting here.
From your post, I understand that some users are not shown in the contacts.The problematic users can be found in Users node in Server Management, but
they are not listed in Active Directory Users and Computers.
Please try following steps:
1. In Server Management, click User node.
2. Select a problematic user.
3. Click Change User Permissions and go through the wizard.
4. Double click the problematic user account, click Exchange Advanced tab.
5. Ensure 'Hide from Exchange address lists' is not checked.
After that, check if the issue persists.
If it does not work, I would like to gather following information:
1. Do you mean that the users are not shown in Global Address List? If it
is convenient, please capture a screenshot of the contacts list and send it
to v-mzhuan@xxxxxxxxxxxxxx
2. Are the mailboxes of the problematic users created?
3. Were all the users added via Add User wizard?
4. Open Active Directory Users and Computers, right click your domain name
and click Find. Can the problematic users be found?
5. In Active Directory Users and Computers, expand
DomainName\MyBusiness\Users\SBSUsers, are the problematic users listed here?
6. Can the problematic users log on your domain?
7. If you add a new user account via Add User wizard, can the account be
found in Active Directory Users and Computers?
8. Check if the SMTP address of the contact is configured properly. You can
open this contact from Active Directory Users and Computers and make sure
it has a correct SMTP address on the "E-mail Addresses" tab and the
"Exchange General" tab.
