RE: FTP downloads to server timeout after 60 seconds

Thanks for posting in our newsgroup.
Please let me know the following to make the situation more clearly:
1. What important change did you made before the problem first occurred?
2. Do you have ISA or hardware route installed?
Pleased on my research, please take the following steps to narrow down this
issue:
Step 1: Please download a big file via IE browser from Internet, will the
same problem be reproduced? If the problem persists from Internet, it
proves the problem is caused by the FTP site, nor out SBS server.
Step 2 : Please make a clean boot on SBS server to make sure the problem is
not caused third party software:
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
Step 3: Please check the eepAliveTime in registry.
Open regedit, go to HKLM\CurrentControlSet\Services\tcpip\parameters, check
value of KeepAliveTime, by default it is set to 300000.
If the problem persists, please help me collect the following information
for further research:
MPS-Report
1) Download MPSreport_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
2) Run MPSRPT_NETWORK.exe on the server box.
3) The tool will automatically collect the information. This procedure will
take 10~15 minutes.
4) Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
5) Send the .cab file directly to v-robeli@xxxxxxxxxxxxx with subject: FTP
downloads to server timeout after 60 seconds.

<I haven't seen anyone post about this, so here goes.

<SBS 2003 R2 SP1 Standard w/2 NIC configuration

<The server has no other issues, everything works fine.
< There is a 3rd party POS program that runs on the server that uses FTP
<to download updates to the program's database. The software company has
<contacted me because the updates fail to finish downloading.
< After testing this myself by downloading various file sizes from
<ftp.microsoft.com, I found that smaller downloads (25 to 50meg) were
<completing successfully but larger files (75-100 meg) were not. Further
<testing from other sites narrowed it down to be a window of about 60
<seconds. Anything that takes longer than that fails. Since the software
<company's FTP server must run much slower than Microsoft's, their files
<can't download within the 60 second window.

< I've used the FTP in Internet Explorer and the command line FTP with

<service haven't panned out. If I disable the service, neither the program
