Hi Bob,
Windows Server 2003 SP2 breaks Help and Support. But you can fix it with the workaround section of this KB.
"Help and Support" feature is missing after you install Microsoft
Windows Server 2003 SP2 on a computer that is running Windows Small
Business Server 2003:
http://support.microsoft.com/kb/937231
However, with regards to application event errors, a better source of help is likely http://www.eventid.net.

I tried to access help on a SBS 2K3 server today and got a message saying the
service named Help and Support was not running. Indeed it is not; it is not
even listed in the services. However it is listed in the registry.
Any ideas how to remedy this issue would be greatly appreciated as I can not
get help on application and system events showing up in the Event Viewer
either.
