Having never been one to say no initially, my thoughts are why not.
If he has a need to use Mac OS X and some of the applications it supports then a dual system (preferably Parallels) is a good solution. I'm supporting a few advanced users with this setup including domain integration.
If he's planning to run *only* XP then you're throwing money down the drain. Mac hardware is more expensive than other hardware.
Just bear in mind where the support for this setup will come from. If that's you then be willing to learn about Macs and how they operate. (I personally find that knowing two platforms increases my expertise for either.)
