Cox Cable also does this as do most residential cable internet systems.

The real 'motivator' for them was several virus programs that were
replicating through email. By blocking smtp connections to others the cable
systems were able to 'contain' the spread from the ignorant home users. And
of course, running servers were/are against their use policies (most really
don't care unless you become a bandwidth hog, a spamer, or are involved with
questionable moral material)

Using a smarthost is generaly the way to go in this environment, or paying
for a service and using an alternate (& unblocked) port.

If you want to confirm it, just try a telnet on port 25 to some one else's
mail server (MX record). If it fails to respond, you are likely blocked.

Usually the best way to find this out is by going to your ISPs
website and finding out if they block any ports from their customers
and if so which ones they are. Or you can always call up their
customer support line. Usually the wait isn't that long with
business customers. Best of luck. -kenkcj
