Actually Brian, many ISPs are blocking port 25 to anything other than their mail server. Part of what brought this about is people running servers on residential accounts, rather than commercial accounts
SBC and Comcast are both doing some blocking of port 25

Its very unlikely that your ISP would have blocked port 25 outbound, because
this would block ALL outgoing email traffic (regardless of email client or
system). If you want to test then try:
telnet 217.12.11.64 25
note the space between the ip address and the 25. This connects to the yahoo
mail server. So should give you a line like:
220 mta130.mail.ukl.yahoo.com ESMTP YSmtp service ready
type "quit" to close.
If that works then your ISP isn't blocking port 25 outbound. Blocking port
25 inbound is more common, but you said that incoming works okay.
I think its more likely that the problem lies elsewhere. Are you using
Exchange? Are your emails stuck in outbound queues or do you get
non-delivery messages?
