Missing attachments on outgoing mail sbs2003r2

I have a client who's employees claim "some email" have not got the pdf attachments in them when they arrive at users.
All employees using Outlook 2003. Receiving side using Outlook or Outlook Express. Message text turns up but no file.

Can I monitor what's going out of exchange?
