Part 1
One other little thing. If you install ISA on a patched server, apply
ISA SP3 right after the installation without starting ISA or doing
anything else. Then run the CEICW.
Part 2
1. install ISA2004
2. reboot
3. apply SP3
4. run CEICW
and I never had any problem.
If you mean part 2 as a clarification of Part 1, I am good to go.

There are several patches that seem to effect ISA. I was not referring to
W2K3 SP2 as I have not installed it on any of the production servers.
After running into some "no connection issues" on an ISA2004 installation
on a productions server it took me quite a few hours to figure this out.
After that experience I have always followed the following method for
installations after the SBS box had been running for a while:
1. install ISA2004
2. reboot
3. apply SP3
4. run CEICW
and I never had any problem.

I did not initially install ISA 2004 when I installed SBS2003 R2.
