Hello Neil,
Thanks for posting in our newsgroup.
From you description, I know that on your SBS Monitoring component causeshigh CPU usage. If that's not right, please don't hesitate to let me know.
First, due to technical limitation, our newsgroup doesn't provide support
for performance issue because that needs dumping. However I will try my
best to help you. If the problem can't be resolved at last, you need to
call CSS for more help. Thanks for your understanding.
Based on my research on this issue, please take the following steps:
Step 1: When Scheduled Task Collect Usage Data runs, the can use high CPU
usage especially when ISA 2004 installed. By default, Collect Usage Data
Runs %sbsprogramdir%\monitoring\mssbsssr.exe - usage
Schedule Daily - 4:30 A.M.
Please change to a different time to see if the problem can be resolved:
1. Open Control Panel, double click Scheduled Tasks.
2. Double click Collect Usage Data.
3. On the Schedule tab, change the start time to 4:00 AM.
Try again.
Step 2: Please find out exact time the problem occurs every day. Make a
clearly boot just before the problem occurs next time to make sure the
problem is not caused by third party software.
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
Step 3: Please reset the monitoring component and try again. To do so:
1. Open Server Management.
2. Click Monitoring and Reporting.
3. Click Set Up Monitoring Reports and Alerts.
4. Click Next and select Reinstall monitoring features.
5. Click Yes to confirm.
6. Follow the steps to complete the task.
7. Then pleas re-run CEICW wizard and then run configure Monitoring and
Reporting wizard to configure the monitoring component.
After doing these steps, the health monitor will be reconfigured and the
SQL database will be reset. The original performance and usage data will be
removed. The server will start to collect new counter value from the
beginning. It will take more than 24 hours so that the report can be
generated. Then please test to see if the issue resolved.

<Every day I get a processor activity alert. If I record CPU time using
