Thank you for posting here. Let's also thank Lanwench for the input.
According to your description, I understand that you get GPO in the SYSVOL
error after you join SBS to a Windows 2003 domain. If I have misunderstood
the problem, please don't hesitate to let me know.
Based on my research, the incorrect steps you install SBS in a Windows 2003
domain caused this issue. To install SBS 2003 in an existing Windows 2003
domain, I strongly suggest you perform the steps in the following KB:

If you still get the error about SYSVOL permissions when you perform the
above steps, we need to install whole SBS 2003 sp1 again:

After you applied the whole SBS 2003 SP1, please run CEICW
Go through the follow KB and Rerun CEICW carefully.

If the issue persists, we may need to manually rebuild the SYSVOL tree and
its content in SBS:

| It just sounded like the permissions in the AD were taking precedence
| over the SYSVOL permissions. I did find this KB:

| which is implies that the problem is resolved by applying SP1. But SP1
| is already installed, so the problem must have appeared during the
| installation process.
